The Alabama Department of Mental Health and Mental Retardation (DMH/MR)
is seeking a broadcast television station or agency to broadcast and
implement a public information campaign in the dominant
metropolitan areas of Alabama.
Required qualifications:
1. A Broadcast television station or agency in a
Dominant Metropolitan Area (DMA).
The contractor will provide the following services:
Mental Illness Educational Campaign
Create and implement a statewide educational campaign designed
to help eliminate the stigma associated with mental illness and
to encourage people to get help if they or a family member are
suffering. The campaign will include the following elements:
- Major health festival held at the Birmingham Jefferson Civic
Center (BJCC) April 16th-17th.
- Half-page 4 color ad in print magazine to be distributed at
the health festival (20,000 copies).
- Television messages promoting the health fair to air in
Birmingham the week of April 11th.
- Two 10 X 10 booth at the health expo to promote mental
illness awareness.
- Signage, table, chairs, pipe and drape.
- Opportunity for 2 lectures/demonstrations at the festival.
- Internet ads promoting the health festival with a mini-site
offering information about mental illness with links for
consumers to find help. Ads include banner, tile and site link.
- Survey database results.
- Production of 5:30 second messages.
- Television messages designed to reach consumers throughout the
state of Alabama.
- Statewide television messages designed to reach consumers to
air in the following markets:
- Birmingham
- Huntsville
- Mobile
- Montgomery
- Messages will air statewide (Birmingham, Huntsville, Mobile,
Montgomery) the weeks of April 18th, May 2nd and May 16th
- Messages will air in the Birmingham market the weeks of April
11th, April 25th and May 9th
- Messages will air in the following programs and times: 7-10am
morning news, 10a-5pm daytime, 5p-6:30pm early news, 10-10:30pm
late news, 10:30pm-2am late fringe, 6a-2am weekend programming
- Minimum of 300 statewide messages will air throughout the
campaign in the day-parts listed above
- To air an additional 100 overnight bonus spots
- Total number of spots = 400
Proposal Content
Each proposal is to contain specific responses to each of the
following requests. Respondents are encouraged to respond fully
to each inquiry, but to be as concise as possible. Submit the
response to each item on a separate page with the item
reproduced at the top of the first page of that item’s response.
1. Provide a summary of your proposal, specifically including
fees. Limit the cover summary to no more than one page.
2. Provide general information regarding the respondent
including correct address, telephone and fax number (if
applicable). Assuming a budget for a twelve month period, set
forth in detail how the respondent will provide the requested
services.
One original and three copies of your proposal must be received
at the following address no later than 5pm on March 18th, 2005.

Proposals must be clearly marked PUBLIC INFORMATION CAMPAIGN for
Department of Mental Health and Mental Retardation. All
proposals received after the deadline will be returned unopened.
The DMH/MR assumes no responsibility for expenses incurred in
the preparation of the proposal. The DMH/MR reserves the right
to reject any and all proposals. Additionally, the DMH/MR
reserves the right to waive irregularities in any proposals and
request clarification of any information, and negotiate with the
person or firm submitting the best proposal to secure more
favorable conditions.
Evaluation Process
A review committee will examine each proposal submitted. The DMH/MR
may elect to conduct interviews with finalists. The DMH/MR
expects a final selection to be made on or before Monday, March
21th, 2005.
Selection Criteria
Selection shall be based on factors to be developed by the
procuring state entity which may include among others, the
following:
1. Specialized expertise, capabilities, and technical
competence, as demonstrated by the proposed approach and
methodology to meet project requirements.
2. Record of past performance, quality of work, ability to meet
schedules, cost control and contact administration.
3. Must be able to work within the project locale.
Evaluation Criteria
Proposals will be evaluated on the basis of their responsiveness
to the items contained in the content section of this Request
for Proposal. It is expected that the review committee will rate
responses according to the following ways:
1. Experience, stability and reputation – 35%
2. Understanding of and responsiveness to the Request for
Proposal. – 25%
3. Expertise and knowledge of a Public Information Campaign –
40%
